The towing locomotives like the one in the background are being replaced by new, faster, and more powerful ones. Replacement of mules will cost more than six million dollars and will be complete early in 1965. This is one of several Canal improvement projects underway to increase traffic capacity so larger number and sizes of ships can transit.
